Harvie Brown wonders how the Budget will deal with the Myners question THE long-awaited report on institutional investment by Paul Myners, chairman of London investment managers Gartmore, is due to be published this Tuesday. Chancellor Gordon Brown has indicated he will offer his response on Budget day. Current legislation is there to provide protection for individual investors, whether they are members of a pension scheme or when taking out a life company product, legislation which is limiting investment choice, reducing investment returns and increasing costs.
INVESTMENTSBy contrast, an individual who buys an annuity pays the insurance company a sum of money and, in return, will receive a monthly income for as long as the purchaser lives. Naturally, the longer one lives, the more money is received. The holder of an annuity never outlives the return, regardless of how long-lived the individual is. Life insurance protects ones beneficiaries against financial loss as a result of the purchasers dying too soon, while annuities protect purchasers against financial loss as a result of living longer than their funds do.
That, in essence, is the conventional argument on where the private shareholder stands. According to Sir Mark Weinberg, chairman of a committee set up by the Stock Exchange to examine whether the private investor is a dying breed, there is some truth in all this. But his committees report, published last month, predictably got a poor press, with most commentators saying that he had failed to come up with enough specific recommendations to reverse the trend. Sir Marks real offence seems to have been that he failed to criticise strongly enough the Stock Exchanges new rule allowing companies to exclude private investors from most new issues if they so choose. It was this decision which originally prompted the setting up of the committee. In addition, he said it was largely up to the financial services industry, rather than the Government or the Stock Exchange, to come up with ways of tempting more private shareholders back into the fold. Neither conclusion was guaranteed to win any plaudits from a constituency which prefers decisive-looking actions to well-meant words, and which has long marked the Stock Exchange down, not entirely without justice, as an enfeebled and not very effective organisation. Yet, in my view, Sir Mark is largely right on both counts. In fact, I would go further in saying that the outlook for private shareholding is probably brighter now than it has been for some time - partly because of new technology, and partly because of the recent changes in the financial services industry, which have introduced much more effective competition.

The International Yacht Restoration School on the waterfront of Newport, Rhode Island, reports additional progress on its major restoration project, the last remaining luxury American yacht, Coronet, built in 1885. It is a longterm project and was mentioned in this column in April 1996.In the july 1938 issue of Country Life and the Sportsman, we learned that Coronet, 152 tons, began her illustrious career by defeating Dauntless in a mid-winter race from New York to Queenstown. She covered the 2905 miles in 14 days, 19 hours and three minutes and 14 seconds.Soon after that race she sailed around the world. That was followed with four voyages to Europe and two to the West Indies. The article also noted that Coronet was the first registered yacht to round Cape Horn from east to west. The item concluded, “She was a great ship and a brave one.” There is no question that the IYRS will make her a “great ship and a brave one.”

The constant-dollar value of new construction put in place declined slightly in 1988 from the record set in 1987. (However, the 1988 current-dollar value of about $400 billion was a new record.) Small increases in public works construction were more than offset by declines in private construction. Although the number of housing starts fell 10 percent to 1.45 million units, the value of residential construction only decreased 2 percent because of a marked gain in average house size and an increase in home improvement spending. Public works construction increased slightly, led by strong spending for highways and schools. The lack of growth in private nonresidential construction was largely attributable to high vacancy rates for commercial buildings in most cities, as well as to the repeal of various tax benefits by the 1986 tax reform act. In 1988, the value of new construction put in place was equal to approximately 8.4 percent of gross national product (GNP). This represents a substantial recovery from the cyclical low of 7.7 percent of GNP in 1982, but is well below the post-World-War-Il peak of 11.9 percent attained in 1966. By this measure the construction share of GNP is expected to decline in 1989 (Figure 1-1). During the past decade, several types of construction activity that are not included in new construction data have grown rapidly. These include maintenance and repair, commercial/industrial renovation, and hazardous waste cleanup.
CONSTRUCTIONFor those companies that decide to expand via new construction, the experience can be an unsettling one, full of uncertainties. In fact, relatively few startup businesses choose construction as their mode of entry due to the higher costs associated with it and the greater length of time involved from the breaking ground stage to the day when the establishment opens its doors for business. Small- and mid-sized businesses, however, are far more likely to have the financial wherewithal to launch a new construction project. Such firms have a proven track recordwhich can help them with financingand already-productive operations that bring in revenue that can be used to defray the costs of construction.Owners of these businesses, however, should fully weigh the advantages and disadvantages of construction before moving forward. As the J.K. Lasser Institute indicated in How to Run a Small Business, Building has the advantage of giving you the space and arrangements which meet your needs, providing you know specifically and objectively what the needs are. The obvious disadvantages are the delay in occupancy while land acquisition, design work, and building are going on, and the cost of overruns and mistakes caused by forecasting errors and planning oversights.

Banking giant Lloyds TSB is still on the lookout to buy a mortgage lender or insurer, chief executive Mr Peter Ellwood said yesterday. Mr Ellwood, speaking after addressing the annual meeting of the British Chambers of Commerce, said the insurance market in Britain was “very fragmented”. While Lloyds TSB was a big player, it had less than ten per cent of the market. “Therefore that is one of the areas where we have been looking for some time and we continue to look,” he said, adding that the mortgage business was also “under the microscope”. Asked if Lloyds TSB had made an approach to Birmingham Midshires Building Society - the subject of a pounds 780 million bid by Halifax but also rumoured to be a Lloyds TSB target - Mr Ellwood said he could not comment on specific firms but it had “looked at everything”. He said the European single currency would bring “a greater level of consolidation in mainland Europe among financial services companies” and that this could subsequently lead to mergers between continental firms and their British neighbours. But Mr Ellwood said the development of pan-European banks would be in the medium to long term rather than the short term and Lloyds TSB had “no imminent plans to do a deal there”, although it always looked at opportunities. Lloyds TSB has been widely rumoured as a potential bidder for private medical insurer BUPA. It already owns the Cheltenham Gloucester building society. Apart from specialist niche markets such as health, Lloyds TSB is also seen as a possible contender for a tie-up with a larger life insurance group, industry sources said. Mr Ellwood dismissed recent newspaper reports that Lloyds TSB planned to merge its Lloyds Bank and TSB branches, explaining that the group was rearranging its structure, with changes to a number of area offices planned for next year. “The thing we were talking about was to say there will be a different number of area directors, this is how we are going to configure the branches from next year. It was not about the closure of branches,” he said. While Lloyds TSB is always closing branches - 150 shut their doors last year — Mr Ellwood said there were no “immediate plans for a huge reduction in the branch network”. Machines and computers will also continue to reduce the number of jobs in the industry. “We will see further contraction in the financial services sector, as a result principally of greater automation and greater use of technology,” he said. He also predicted greater consolidation in Britains financial services industry, with banks, insurance companies and building societies all in the frame. But while players were constantly sizing each other up as possible merger or acquisition targets, the numbers had to add up and create value for shareholders, Mr Ellwood said. And unless the Government had a change of heart about the rules governing market share, there was little prospect of large scale banking consolidation. Mr Ellwood admitted that while Lloyds TSB was confident of maintaining its market share, he was looking over his shoulder to new competitors such as computer firms, US-style brokerages and the supermarket borrowers.
CAPITAL MARKETS MORTGAGE* The capital markets mortgage, due diligence checklist, data elements and other guidelines are a generic template to be used in commercial and multifamily real estate transactions to be sold or financed in the capital markets. They should, however, only be used with legal counsel and modified to conform to the requirements of the states where the property is located as well as the credit and risk requirements of the contemplated transaction. The Capital Consortium has also prepared a generic Deed of Trust and Deed to Secure Debt with identical terms to the generic Mortgage.
A full assessment of the success of the CRA and the fair lending programs would require a comprehensive costbenefit analysis. Data limitations preclude this. We can, however, evaluate lending patterns and check for trends that appear consistent with the goals of the regulations. To do this, we compared aggregate lending trends before and after the recent changes in regulatory enforcement, changes in home ownership rates across minority groups over time, and the degree of lending to targeted versus nontargeted groups. To analyze the effect on the aggregate level of mortgage activity, we estimated the relationship between the quarterly growth rate of the dollar value of mortgage originations and variables thought to explain this trend (e.g., gross domestic product growth, changes in mortgage rates, the growth rate of the Consumer Price Index, and variables to capture intra-year seasonal effects) from 1970 to 1995. We found no evidence to support the contention that mortgage originations were stronger following the CRA and fair lending regulatory changes in the 1990s. To assess the extent to which the supply of mortgage credit to minorities increased in the 1990s, we examined home ownership rates over time. The potential relaxation of credit constraints induced by the new regulatory environment should have caused minority mortgage originations and the minority home ownership rate to increase. Figure 2 displays home ownership rates from 1976 to 1994. While there are slight fluctuations, there are no large changes. The home ownership rates for minority groups for the 1990s are similar to (or lower than) those observed in the mid- to late-1980s. Although blacks have experienced the largest growth in mortgage originations during the 1990s, this apparently has had little effect on home ownership rates.

Its been a long rime since I have reviewed gopher control in the vineyard. Its appropriate, given the time of year, so I thought we would take a look at it this month. All three rodents damage vines by chewing on them. New plantings and established vines are susceptible to both root damage and girdling. In addition to plant damage, these rodents will also move enough dirt to redirect water away from vines and literally into a hole in the ground. Ground squirrels specifically will chew drip lines and damage emitters. I have observed squirrels chewing things for no other reason than the fact that they are there. Control of these pests is broken into three fairly broad categories: biological, chemical and trapping.

Audio/Video Interiors is positioning itself as a smart, souped-up shelter magazine for the nineties consumer.Since launching in 1989, the Woodland Hills, California-based title has seen ad pages climb from 289 as a bimonthly in 1990, according to Publishers Information Bureau figures, to 397 pages as a monthly last year. Through October of this year, the magazines executives note, ad pages are up 12 percent and ad revenues are up 16 percent. (East Coast revenues are up about 26 percent, reflecting the titles growing presence in that region, while revenues for the more mature West Coast market are up about 6 percent.) New advertisers Henredon Furniture, Pennsylvania House Furniture and Jasper Cabinet Co. are just a few of the dozen or so non-endemic players now appearing in the title. Moreover, circulation was up 14.1 percent for the first half of 1993, to 57,765, from 50,628 for the same period of 1992, according to the latest figures from Audit Bureau of Circulations.”The shelter books offer a broader scope and response rate, but the response to AVI has been incredible,” maintains Kathy Oswald, manager of graphic design and photography for Pennsylvania House (where she also oversees advertising).
Sales of home entertainment software will have a bright future if theres a theater in every home. If current sales trends hold true, quite a few homes in United States will have their own little theaters, thanks largely to DVD video. Powered by DVD video player sales, sales of home theater hardware jumped 11% to $9.5 billion in 1999, according to the Consumer Electronics Association. Sales of DVD players grew faster than any other CE product in 1999, rocketing up 170% to $1.1 billion for 1999 from $407 million in 1998.
The phrase “home theater” used to be only a dream for most people, but the number of home theaters is growing. A theater-style setting would include speakers behind the viewers as well as in front, and a sound system sophisticated enough to provide separation from side to side and from front to rear. The intangible factor is the size and shape of the room; its easy to buy the wrong equipment for the setting. ONeil cites statistics showing that only about 7 percent of homes currently have home theaters, but that figure is expected to skyrocket to around 60 percent in the next few years. Three Salt Lake area residents have teamed up to bring a national motorcycle parts, accessories and apparel franchise to Utah. Brent Jones, Jeff Olsen and Jim Busby plan to open Easyriders of Salt Lake in approximately 12,000 square foot quarters at 1716 So. State in mid-August. Easyriders of Salt Lake will be the 37th U.S. franchisee of Easyriders, which is based in Agora Hills, California. Hyperbikes, he said, are “bigger, better and faster than Harley Davidsons.”
Yamaha Motor Co., Ltd. has announced that it will establish a new company in Hanoi, Vietnam, to produce engine parts for motorcycles. The new company, called Yamaha Motor Parts Manufacturing Vietnam Co., Ltd. (YPMV), will be capitalized at US$14.3 million (approx. 1.5 billion yen), and will be a 100% subsidiary of Yamaha Motor Co., Ltd. Yamaha Motor made the decision to establish Yamaha Motor Parts Manufacturing Vietnam in response to the dramatic increase in motorcycle production at Yamaha Motor Vietnam, as well as the increased production of die-cast parts within Japan.
Since 1997, AMS (Jefferson, WI) has produced shifter forks for Harley-Davidson motorcycles that run on the companys Twin Cam 88 engines. Founded in 1980 with a drill press in Ron and Sue Andersons house, AMS is now housed in a 40,000 ft^sup 2^ (3720 m^sup 2^) plant. The company employs more than 90 people and operates 43 machines. To produce the shifter forks, AMS uses a production cell consisting of three Makino (Mason, OH) ASSE horizontal machining centers managed by a Makino Machining Complex (MMC) and model A3 Cell Controller. The system, which replaced the companys initial shifter fork production process, has been running since November 2001. The Makino machines helped AMS drive costs out of their manufacturing process by redirecting 50% of labor while increasing production by 30%. AMS initially used four high-speed HMCs to produce the forks. Twelve operators ran the machines around the clock, five days per week. Although the process was effective, Anderson wanted a more efficient and economical way to produce the shifter forks. The company began by investigating more productive HMCs.

Public attitudes toward the disabled have changed. Since the 1970s, advocates for the disabled have won passage of numerous laws on the federal, state, and local levels aimed at making education, employment, and public accommodation more accessible through the elimination of physical barriers to access, as well as affirmative action in the hiring and professional advancement of disabled people. Whereas many people with disabilities were formerly confined to their homes or to institutions, the current trend is geared toward reintegrating disabled persons into the community in ways that enable them the greatest possible amount of independence in both their living arrangements and their jobs. Wheelchair access at building entrances, curbs, and public restrooms has been greatly expanded and mandated by law. Braille signs are standard in public areas such as elevators.


Two major pieces of federal legislation have protected the rights of the disabled: a 1975 law guaranteeing disabled children a right to public education in the least restrictive setting possible and the 1990 Americans with Disabilities Act (ADA), which extends comprehensive civil rights protection in employment and access to public areas. Title I of the ADA, which prohibits discrimination by private employers on the basis of disability, is intended to ensure that the same performance standards and job requirements are applied to disabled persons as to persons who are not. In cases where functional limitations may interfere with job performance, employers are required to take any necessary steps to accommodate reasonably the needs of a disabled person, including adjustments to the work environment or to the way in which the job is customarily performed. The ADA also contains provisions ensuring nondiscrimination in state and local government services (Title II) and nondiscrimination in public accommodations and commercial facilities (Title III).

Water, water everywhere was the unpleasant sight that greeted Elaine and Ralph Giuffre whenever it rained. Their rear garden lies downhill from a neighboring house, and runoff turned their lawn into a perpetual bog in winter. Its a problem that faces many homeowners with hillside lots. This style of drain is a trench up to 2 feet wide and 4 feet deep, with 4-inch perforated pipe running along the bottom. Gravel or decorative stones fill the trench to ground level. The idea is for water to move quickly down to the pipe and be carried away before it has a chance to enter the adjacent soil. To keep dirt from clogging the drain, Rogers used a fiberglass cloth soil separator over the pipe. Close to the hillside, rogers added a rtaining wall and brick planters to make a level site for the drain. Beneath the steps between the planters, one surface-mounted drain ties into the main line. For additional protection, he ringed the lawn with a shallow concrete trough that leads into the main drain. Bricks cover the trough, but openings between the bricks allow water to reach it.

TransportationHistorically, societies have always located near water, due partly to the fact that water enables more efficient travel compared to going over land. Waterways are critically important to the transportation of people and goods throughout the world. The complex network of connections between coastal ports, inland ports, rail, air, and truck routes forms a foundation of material economic wealth worldwide.
Freight transport saw the volume of road freight transport drop in the third quarter of 2006 after three years of its robust growth. The volume of rail freight transport picked up by 4.2% in Q3, year on year, while the volume of road freight transport fell by 4.3%. International transport performed by freight vehicles registered in Slovenia decreased by just 0.8%, whereas transport within the country recorded a stronger drop of 16.1%. This was the first year-on-year quarterly fall of road freight transport since Q2 of 2003. Q3 of 2006 also witnessed a 10.2% fall in the volume of maritime freight transport. This activity registered the second consecutive year-on-year quarterly decrease, whereas in 2005 it still enjoyed robust growth (41.7%), driven by the boom in the industry. Harbour freight transport surged by 27.6% in Q3 and also recorded a high nine-month year-on-year increase (24.6%). Over the last five years, road freight transport surged by more than 50%, which was almost entirely due to the increase in international transport. In Q3 of 2006 over Q3 of 2001, road freight transport picked up by 56.5% or 1,003 million tonne kilometres (tkm). The shipment of goods out of or into Slovenia rose by 49.1% or 534 million tkm, whereas transport abroad and cabotage (the shipment of goods within another country) shot up 4.3-fold, i.e. by 450 million tkm. Meanwhile, national road freight transport increased by a modest 3.5%, or 19 million tkm. Within the EU, Slovenia is one of the few countries that perform the highest number of per capita road shipments (measured in tkm). The favourable transit position and the countrys smallness (a high share of international trade) underpin Slovenias high proportion of international transport, whose growth has been additionally boosted by the process of Slovenias integration in the EU. The last administrative barriers to carrying out freight transport abroad were removed as Slovenia became a full EU member, which led to the boom in activity seen in recent years.
Freight transport saw a surge in harbour transport and an over 10% increase in road transport. The volume of rail freight transport picked up by 5.4% in the final quarter, year on year, while the volume of road freight transport rose even more, by 9.7%. Although road freight transport declined by a few per cent in Q3, its annual increase in 2006 still reached a high 9.8%, which contributed significantly to the total increase in the transport, storage, and communications sector (road freight transport generates almost a quarter of the value added in this sector). Maritime freight transport fell by 6.4% in 2006 after having surged by 41.7% in 2005 amid the boom in this branch. In the final quarter of 2006, the volume of maritime transport already rose by 4.4%, year on year. Harbour freight transport recorded the biggest increase in Q4, by 17.0%. It also enjoyed the highest annual growth within freight transport (22.5%). Road freight transport has been growing strongly in the past few years, including in 2006, due to the increasing international transport (see the graph). The volume of international road freight transport increased by 12.5% in 2006 while national road freight transport even fell by 3.5%. Within international transport, cross-trade transport and cabotage (transport performed in another country) recorded the highest increase of 16.4%. Measured in tonne kilometres, international transport comprised 81.2% of the total transport of goods by road while national transport totalled 18.8% of the total road freight transport (if the volume of transport is measured solely in tonnes of goods carried and the travelled distances are disregarded, national transport prevails with a 82.5% share). 56.3% of international transport was performed by companies, while slightly over 50% of national transport was carried out by sole entrepreneurs. Own-account transport comprised 3.0% of international transport and 31.1% of national transport (the rest was transport for hire or reward).

McRon Thompson of Richmond, Texas, stopped at a car wash to clean his vehicle at about 1 a.m. on May 26, shortly after leaving work. While he was cleaning his car, he noticed three vehicles slowly cruise through the parking lot. When he noticed the cars slowly proceeding past for a second time, he got a gun from the car, loaded it, and put it in his pocket. The two carjackers then tried to run off, but police at a station a mere block away from the scene heard the gunshots and saturated the area. Both carjackers were subsequently caught and charged with aggravated robbery. The occupants of the other vehicles were not caught.

Pocket gophers are fossorial (burrowing) rodents–so named because they have fur-lined pouches outside the mouth, one on each side of the face. These pockets, which are capable of being fumed inside out, are used for carrying food. Pocket gophers are powerfully built in the forequarters and have a short neck; the head is fairly small and flattened. The forepaws are large-clawed and the lips close behind large incisors. This feature allows them to use their incisors for digging without getting a mouthful of dirt, a unique feature to gophers. There are over 30 species of pocket gophers in the Western Hemisphere. Pocket gophers vary in size from 5 1/2 inches in length to over 13 inches in length. Litter sizes vary from one to 10 but typically average three to four. In the northern part of their range they have one litter per year, as opposed to up to two in the southern ranges. Young gophers are dispersed above ground and are capable of swimming as well on the search for suitable habitat to begin new burrow systems. Pocket gophers feed in three ways: they feed on roots, above-ground vegetation, and they pull vegetation into their tunnel to be stored in food caches for later consumption. In the vineyard, pocket gophers girdle vines, damage roots systems (most often in new plantings), and cause multiple-irrigation problems by promoting erosion and damaging drip lines. They are solitary little beasts, vigorously maintaining and defending their tunnel system. Depending on the species and available habitat, gopher population density may vary from six to eight per acre, to up to 62 per acre. Gophers do not hibernate and only cohabitate during the breeding season The burrowing activity of one gopher produces up to 70 mounds in one month. So how do you control such an active but solitary rodent? The fact that a gopher is solitary works to your advantage. This can be done with common stock dividends, preferred stock dividends, or stock repurchase by the business of its own stock. The aim of this decision is to retain the resources in the business that are required to run the business or make additional investments in the business, as long as the returns earned exceed the required return. In theory, management should return or distribute all resources that cannot be invested in the business at levels in excess of the required return. In practice, however, dividends are often maintained at or changed to certain levels in order to convey the proper signals to the investors and the financial markets. For example, dividends can be maintained at moderate levels to demonstrate stability, maintained at or reduced to low levels to demonstrate the growth opportunities for the business, or increased to higher levels to demonstrate the restoration of a strong financial (capital) structure (debt and equity capital) for the business.Capital is the total of financial resources invested in the business. In terms of the sources, there are two types of capital: interest-bearing debt funds, such as loans, bonds, short-term notes, and interest-bearing payables to trade suppliers; and equity, such as common and preferred stock and the earnings retained in the business that add to stockholders share of the entities. In terms of uses, there are also two types of capital: net working capital, such as operating cash, inventory, and receivables, less interest-free payables to trade suppliers; and fixed capital, such as property, plant, and equipment. Capital is managed to maximize wealth by maximizing the rates of return on investments of capital and thus maximizing the total net present value of the business. As your new president, I face a challenging task when it comes to speaking to you about school finance. Let me give you my dilemma. It is the end of the school year as I write this piece and I am reflecting on the uncertain state of school finances in coming months and what these financial challenges mean for us as school system leaders. You will share my frustration that as many as half the nations students may be directly shortchanged of the education they deserve, with the remainder not immune to the impact of belt tightening. As bad as that news is, last year at this time NCSL found 36 states with budget gaps. On the other hand, NCLB and IDEA could be funded retroactively, which would help make up for last years budget shortfalls that resulted from unfunded or underfunded mandates. If you are a school leader in one of the rare districts whose state legislature decided this summer to support quality education with adequate funding for all your schools, the future must look bright, so you can skip the remainder of this column. The book costs £12.99, which does seem to me to be expensive for 127 pages and is not a book I myself would buy. The book is repetitive of much information that is available in many other books; after all most Management Services Practitioners would be well aware that big goals need to be broken down into smaller goals without reading about this in the book.
TOKYO, Feb. 9 Kyodo The U.S. Navy in Japan will conduct night landing practice (NLP) on Iwojima Island, south of Tokyo, on Feb. 17-26 and at its Atsugi base in Kanagawa Prefecture, southwest of Tokyo, on Feb. 23-26, the Defense Facilities Administration Agency said Friday. Planes from the U.S. Navy carrier Kitty Hawk, which effectively uses Yokosuka port in Kanagawa as its home port, will participate in the NLP exercises. It is the fourth time for the U.S. military to carry out NLP at the Atsugi base since March last year.

A private investigator is suing attorney H. Blanton Brown over files he says Brown refuses to relinquish involving a lawsuit against Skirvin Plaza Hotel owner Oesman Sapta. Myles won a $1.9 million lawsuit against Sapta in connection with a failed business deal involving OSO Motors Inc., formerly owned by Sapta. Plaintiffs allege they conducted extensive investigation for Brown to assist him in representing Myles. They also say that Brown made assurances to them that they would be paid “well in excess of their normal hourly rate” for the work. Berglan and Taylor contend they devoted nine investigators and hundreds of man hours to help Brown but have not received payment for the work. They also allege that they turned over their files on the case to Brown as part of a settlement Myles was to reach with Sapta that never materialized. Part of the failed settlement required all records in the case to be destroyed. Though the records are still intact, plaintiffs say that Brown wont give them up. “I dont know why hes keeping my files,” Taylor said. A similar plea was made by Myles new attorney, Russell Wright, who claims that Brown is unlawfully holding Myles file and preventing Wright, a former associate of Brown, from adequately representing Myles. Myles terminated Brown as his attorney in April. He has been unable to collect any of his $1.9 million judgment from Sapta. Brown argues that he is entitled to keep Myles file as a lien on his portion of the judgment Myles received. Earlier this week, federal Judge Robin Cauthron refused to consider Wrights motion to compel Brown to turn over Myles file. OAKLAND — Despite concerns about increasing demand to build homes on land now reserved for industrial uses, the Oakland City Council voted Tuesday to allow 366 new homes to be built near the Elmhurst neighborhood in East Oakland. Three owners of nearby businesses had appealed a city Planning Commission decision to approve the Pulte Homes project, dubbed Arcadia Park, saying it would create a “domino effect” and push their businesses out of Oakland. “This project is about revitalizing long-forgotten areas,” said Councilmember Larry Reid, whose Elmhurst-East Oakland district includes the project, which is not expected to be complete until 2007.

Their alternative stresses aggregate demand and its institutional determinants. It also stresses endogenous structural change and the impact of history upon capitalist development. Although the Cornwalls approach is promising, their brief description of how this applies to advanced capitalist nations is somewhat disappointing. Their explanation for the demise of the postwar “golden age” of high employment stresses both a wage-determination system driven by unions exercise of market power and the rise of labor militancy in the late 1960s and early 1970s; it is neither new1 nor convincing. A more comprehensive application of the evolutionary-Keynesian approach seems warranted, one bringing attention to other factors including corporate businesses practices, the rise of global competition, and the spread of financial fragility.

We will discuss the exclusions under the business auto policy and how to provide coverage for the excluded risks. To do so, we will consider several examples. In a fictitious example, MBF Corp.s (MBF) annual planning conference was going to be held at a mountain lodge. Conference attendees from all over the country would need to fly into a nearby town, rent four-wheel drive vehicles and drive about 20 miles to the lodge. The last five miles of the route required four-wheel drive vehicles because there was no pavement, only a trail created by vehicles driving over the mountain terrain. In spots, this trail was steep and in other places it was steeply slanted to one side or the other.
